Architect. A native of Humboldt County, Starks grew up in San Francisco and helped design the buildings for the Pan Pacific
Exposition of 1915. He moved to Sacramento in 1921 where he designed the Alhambra Theater, the Elks Temple and the C.J. McClatchy
